Post-Brexit, UK customs clearance has become a critical part of every international shipment. Getting it wrong can mean delays, fines, and unhappy customers. Here’s what every UK importer needs to know.

What Is Customs Clearance?

Customs clearance is the process by which goods entering the UK are assessed, duties and taxes calculated, and permission granted for the goods to be released into free circulation.

Key Documents Required

  1. Commercial Invoice – describes the goods, their value, and the parties involved
  2. Packing List – details the weight, dimensions, and contents of each package
  3. Bill of Lading / Air Waybill – the transport document issued by the carrier
  4. Certificate of Origin – confirms where goods were manufactured (affects duty rates)
  5. Commodity Codes (HS Codes) – 10-digit tariff codes that classify your goods

Import Duty & VAT

  • Import duty rates vary by commodity and country of origin
  • UK-China trade faces standard Most Favoured Nation (MFN) rates
  • UK-EU trade is zero-rated under the UK-EU Trade and Cooperation Agreement
  • Import VAT (20%) applies to most goods and can be reclaimed by VAT-registered businesses

Common Customs Mistakes

  • Incorrect or missing HS codes
  • Undervaluing goods to reduce duty (illegal and risky)
  • Missing Certificate of Origin
  • Incomplete commercial invoice
  • Not having an EORI number

EORI Numbers

All UK importers need an Economic Operators Registration and Identification (EORI) number. Apply free via HMRC — it typically takes 3–5 working days.
